
Route 895 (Pocahontas Parkway), Richmond, VAIn June 1998, Virginia Governor James Gilmore executed a contract with the joint venture Fluor Daniel/Morrison Knudsen, LLC (FD/MK) to construct and operate the much publicized Route 895 Connector project near Richmond using private funding sources. Initiated as a State undertaking several years ago, the Route 895 project was the first to be approved under the State's Public-Private Transportation Act of 1995 (PPTA) which allows private firms to invest in, develop and construct public infrastructure projects.Originally selected as VDOT's Prime Design Consultant for the project in 1994, SITE-BLAUVELT accelerated its efforts so that construction of the project (for which SITE-BLAUVELT is providing all construction inspection and materials testing) could commence in the Fall of 1998. This $324 million, limited-access toll facility was the first public/private Design-Build project to be undertaken in the United States and will establish a much needed link between I-95 and I-295, as well as provide for additional access to the Richmond International Airport. SITE-BLAUVELT's design-related responsibilities on this major project undertaking included: all roadway-related design work (4 miles); a 10-lane toll plaza; three high-level ramp bridges totaling 11/2 miles in length; nine bridge structures; interchanges at Laburnum Avenue and I-95; geotechnical engineering; and subsurface drilling. |
