
Liberty Electric Power Generation Project, Eddyston Borough, Delaware County, PASITE-BLAUVELT Engineers was selected by Duke/Fluor Daniel to provide full-scope geotechnical engineering and construction inspection services for this $200 million, 500-Megawatt natural gas-fired, combined cycle electric power plant that is being completed using the design-build method of project delivery.Utilizing the resources of our in-house drilling department, the field investigation phase of the work involved the completion of test borings and the installation of open-standpipe monitoring wells. Geophysical testing that consisted of resistivity and seismic piezocone tests was also carried out to determine the specific electrical and dynamic properties of the subsoils for use in designing the dynamically-loaded turbine foundations and substation. Based on collected geotechnical information steel H-piles were selected as the most economical and constructible foundation type for the majority of the very heavily loaded power generation structures. Drilled shafts that ranged from 30 in. to 72 in. in diameter were also designed and recommended by our staff for support of the transmission towers. During construction, our services involved the monitoring and analysis of dynamic pile testing (3 static pile load tests), installation of over 800 production piles, drilled shaft inspection and testing, cast-in-place concrete inspection and testing (field and laboratory). Due to the project's being progressed in a design-build fashion, our staff was additionally actively involved in the re-design and value engineering for many project components based on the actual subsurface and construction conditions that were encountered. |
